This document is a product of a lengthy and informed consultative process that involved representatives of the small and medium enterprise (SME) sector in several governorates, local and international experts, representatives of SME development organizations and agencies, as well as delegates from the pertinent legislative and executive bodies.  In choosing to adopt this process, the aim of the Ministry of Finance (MOF) was to develop a new policy orientation for SME development and its accompanying set of guidelines and activities.
